Crop an image to 100x100.
Duplicate layer. Set mode to Multiply (100% Opacity and 50% Fill).
Apply your texture. I cropped mine from Hybrid-Genesis.net.
Set mode to Soft Light.
Apply text brush. Mine is from set Turnaround (#F6F53D).
Apply masking brush. Mine is also from set Turnaround (#000000).
Apply text brush. Also from Turnaround (#FFFFFF).
Apply mini text brush. Mine is from set Icebox (#FFFFFF).
Create outline. Edit -> Stroke -> 1px (#000000).
